I found the plot summary for the movie on IMDb:About the inhabitants of a small Iowa town suddenly plagued by insanity and then death after a mysterious toxin contaminates their water supply.
It was awesome. Being that I'm a conspiracest, I totally believe this could happen. If you watch the movie you will know what I mean.
